US Policy Role Of ‘Social Impact Bonds’ Will Grow (subscription)

A number of states have introduced plans to use ‘social impact bonds’ (SIBs) — private contributions to social programmes that can receive interest payments from the government if programme targets are achieved — as a way to supplement their social service budgets. The schemes are relatively new, having been first tried in the United Kingdom in 2010, but could act as a model encouraging private involvement in resolving social problems, entrepreneurial delivery mechanisms and easing the burden on state-level budgets.
